His father was an architect in Australia who went to S. Africa where he designed many buidings there and in Rhodesia.

In January 1915 he joined his father's office in Johannesburg and attended classes in architecture at the School of Mines and Technology. From 1916 he was employed as a junior draughtsman in the office of his uncle WG MOFFAT in Durban. He enlisted in the British Army during the First World War in June 1917 and served until September 1919, passing the special war examination and spending three months in 1922 at the Cape School of Architecture. References to him around 1923 say 'of Durban'. He became a member of the Association of Transvaal Architects in 1924 and in 1925 he entered into partnership with his father (cf MOFFAT, SON & KELL) and opened a branch office in Durban; the partnership continued until 1927. It seems that JAC Moffat left South Africa about this date and by 1930/31 was listed as an absentee member of the Institute of the South African Architects with an address in Nairobi, Kenya. He resigned from the Institute in 1932, and by 1938 was listed as practising in Bulawayo, Rhodesia (Zimbabwe), where he appears to have remained.
