Pembrokian School website Douglas was raised in Kampala and in Entebbe along with his older brother Cyril, where his father, in government service in Uganda between 1913 and 1948 was the first establishment officer in the Secretariat. Douglas attended Pembroke House from 1932 to 1937 and was to become the chief accountant to his Highness the Kabaka's government in 1960, a position he held until his untimely death in 1966. In this post, Douglas was in charge of the Buganda Treasury, effectively the engine room of the administration and it was due in large part to his efforts, that the administration did not collapse. His office in the Boulange (Buganda administrative headquarters), was the centre of activity and he alone seemed to be impervious to the sense of defeat which initially permeated the building with the resplendent but empty Lukiko Chamber, the vacant offices, echoing corridors and the view from the front windows down the deserted Kabaka Njagala to the closely guarded, yet battered Twekobe beyond. He had a permanent limp and chain smoked acrid Mutolere cheroots hand rolled by White Fathers purchased wrapped in banana leaves. He was acid in comment and did not suffer fools gladly, working an 18 hour day.
