The Scouten family moved to the United States in 1920. Scouten attended Louisiana State University (B.A., 1935; M. A., 1938; Ph.D., 1942). He began his teaching career at Texas A. and M. College (Instructor, 1942-1943), and went on to teach at the University of Texas-Austin (Instructor, 1943-1946), Auburn University(Assistant Professor, 1946-1947), the University of Pennsylvania (Assistant Professor and Professor, 1947-1980; Professor Emeritus, 1980- ), University of Warwick, England (Visiting Professor, 1973), University of Delaware (Distinguished Visiting Professor, 1981), and American College in Paris (Visiting Professor, 1986).
Scouten edited several publications including Ten English Farces (edited with Leo Hughes; Austin: University of Texas Press, 1948); two volumes of The London Stage: 1660-1800, Part Three (editor, Carbondale: Southern Illinois University Press, 1968- ), A Bibliography of the Writings of Jonathan Swift, Second Edition (edited with Herman Teerink; Philadelphia: University of Pennsylvania Press, 1963); The London Stage: 1660-1800, Part 1, Country Gentleman by Sir Robert Howard and George Villiers (edited with R. D. Hume; London: Dent, 1976); The Revels History of Drama in English, Volume 5: 1660-1750 (edited with J. Loftis, R. Southern, and M. Jones; 1976); and The Poetry of Jonathan Swift (Los Angeles: William Andrews Clark Memorial Library, University of California, 1981).
