Ancestry Windley was born 10 Mar 1909, son of a white Rhodesian father and a French aristocrat mother.  Educated at Repton and at Cambridge, he entered the colonial service as district officer in Kenya in 1931.  He rose to become chief native commissioner and minister for African affairs in 1953. In June 1958, he arrived in Bathurst to be governor of Gambia.  He was responsible for introducing a new constitution in Sept 1959 that established a House of Representatives with 34 members (19 of whom were directly elected) and granted the Protectorate the right to elect its representatives directly for the first time. He retired from the colonial service after leaving Gambia in Mar 1962.  He entered into business.  He died in 1972 after an air crash in Brisbane, Queensland, Australia.
